with reference to my telegram No.42 of the 31st May, 1930, and to Your Lordship' s telegraphic reply No.24 thereto of the 4th of June, 1930, I have the honour to inform Your Lordship that I have carefully considered the question of endeavouring to obtain a guarantee of British control of the China Light and Power Company in retum for the proposed concession. I am however of the opinion that the concession in question is not of such a nature as to justify the use of it as a lever to impose new conditions on the Company.
